Local Authority

There are 34 Local Authorities in Ireland, the majority of which commission artworks under the Per Cent for Art Scheme. Approaches to commissioning can vary and more recently a number have adopted a curatorial or programmatic approach.  This means that a programme of commissions is put in place giving scope for greater focus, variety and ambition.

A number of local authorities have over recent years employed specialist staff or contracted arts administrators and curators to help develop policy and to implement the Per Cent for Art scheme and other public art programmes. 

Local authorities often fund and support other public art initiatives and through partnerships with festivals, venues, artists' resource agencies, other local authorities and the Arts Council, etc. Local authorities can offer assistance, guidance and resources to artists and curators who seek support for self-initiated proposals.

Many Local Authorities have newsletters, e-news and websites which promote their opportunities locally.

The arts officer is an important local contact. He/she is a source of local knowledge and can offer advice, assistance, support and means of connection and funding.

'Harbouring'

Commissioned in 2008, Harbouring by composer Ian Wilson, was the fifth Per Cent for Art music commission undertaken by Wexford County Council since its inaugural project in 2004.

Wilson's Harbouring is a choral work based on nine poems by both Irish and international writers.

The performances were conducted by Fergus Sheil and featured the Irish Chamber Orchestra, accordian player Dermot Dunne, choristers from Wexford Festival SingersGorey Choral GroupEnniscorthy Choral Society and sean nós singers from the traditional singing group, Whisht!
